Birminghamâs towing ordinance target of a second city council public hearing
Birmingham City Council will be holding their second public hearing for those impacted by towing on Aug. 29 following a unanimous vote to set the date in this week’s council meeting.
Immediately following the hearing, the council intends to vote on updates to Birmingham’s vehicle immobilization and nonconsensual towing ordinance and the city’s commercial parking lot ordinance according to Councilor Darrell O’ Quinn.
The hearing will take place as an early agenda item on the council’s regular meeting schedule, so O’ Quinn said it should start around 10 a.m.
New uniform signage for private lots, 15-minute grace periods before a car can be towed after parking, and a requirement for tow truck operators who damage any nearby vehicles or other property during their work to wait on scene for police to arrive and file a report are some of the suggested updates drafted by the city attorney’s office following the council’s first public hearing in June.
During the June hearing roughly a dozen people spoke publicly about their negative experiences with towing in downtown Birmingham with many naming towing company Parking Enforcement Systems (PES) as the subject of their complaints.
